The Town Clerk’s Office offers a wide range of licensing, records, and informational services to Town residents, as well as the collection of taxes.
In addition, the Town Clerk serves as the recorder of Town Board activities by producing minutes for all meetings and filing created resolutions and laws with the appropriate agencies.
Licensing & Permits
Marriage Licenses
A New York State marriage license can be obtained from the Town Clerk’s office. Both parties must apply in person and provide appropriate proof of age in the form of a government issued birth certificate (with a raised or multi-colored seal) or naturalization papers, and proof of identity in the form of a Driver’s License, Passport, employment
picture id, or immigration record. If it is not the first marriage, applicants must present certified documents of the dissolution of any previous marriages (i.e.-divorce decree, death certificate). Please note that, due to the time needed to process them, no marriage licenses will be issued after 3:30 p.m. (Monday-Thursday) and 7:30 p.m. (Monday evenings).
Marriage licenses are not valid during the 24-hour waiting period after issuance, but are good for 60 days after that. The license fee is $40, payable by cash or check.
Certified copies of marriage certificates may be obtained only if the original marriage license was issued from the Pompey Town Clerk’s Office. An application form must be submitted along with photo identification and $10, payable by cash or check.

Dog Licenses
New York State requires that all dogs over the age of 4 months must be licensed. The Town Clerk’s Office issues dog licenses under the authority of the New York State Department of Agriculture and Markets. .
To obtain a license, the owner must provide to the Town Clerk’s office veterinary documentation of a current rabies vaccination and, if the dog has been spayed or neutered, documentation of that. Licensing fees are payable by cash or check: $7.00 spayed/neutered, $14.00 unspayed/unneutered.
Hunting/Fishing/Trapping Licenses
The Town Clerk’s Office issues hunting, fishing, and trapping licenses under the authority of the New York State Department of Environmental Conservation. Licenses are valid October 1 through September 30, with new licenses for the following year typically becoming available for purchase in mid-August. Fees vary and are payable by cash or check only. Proof of New York State residency must be presented to receive licenses at state resident prices.

Disabled Parking Permits
Disabled Parking permits are issued under the authority of the New York State Department of Motor vehicles. To obtain one, an application form must be completely filled out by the applicant’s medical doctor (MD), nurse practitioner (NP), doctor of osteopathy (DO) or a doctor of podiatric medicine (DPM) and appropriately describe the reasons for the mobility problem necessitating the permit be issued. The application must have the doctor’s original signature (signatures of physician’s assistants, nurse practitioners, or others are NOT allowed by the DMV).
When properly completed, the application must be presented at the Town Clerk’s Office along with the applicant’s driver license or non-driver ID card (if applicable). Applicants may authorize a third party to present this information and obtain a permit on their behalf.

Racing & Wagering Licenses
Games of Chance Licenses are issued under the authority of the New York State Racing & Wagering Board. In order to conduct games of chance events such as bingo, pull-tab cards, or casino nights, organizations must obtain a New York State registration number and file the appropriate application forms in triplicate with the Town Clerk’s office.

Other Services
PASSPORT INFORMATION
Our office was designated as an agent of the U.S. Department of State for processing new U.S. Passport applications. Our office can supply all related forms or they may be downloaded from the U.S. Department of State’s website. Please note that, due to the time needed to process them, no passport applications will be accepted after 3:30 p.m. (Monday-Thursday) and 7:30 p.m. (Monday evenings)
Adults (ages 16 and up)
Adult Passports are valid for 10 years. Persons applying for a new Passport must submit a completed application, proof of citizenship, proof of identification, two passport quality photographs which can be taken at the Town Clerk’s Office for an additional $10.00 and cash or check payment. Fee: $135.00. Passport processing may take up to 6 weeks but applicants have the option of requesting two-week processing for an additional expedite fee of $60.00.
Children (ages 15 and under)
Child passports are valid for a period of 5 years. Children must be accompanied by both parents or one parent with a notarized affidavit from the other parent. Parents applying for a new Passport for their children must submit a completed application, the child’s proof of citizenship, parental proof of identification, two passport quality photographs which can be taken at the Town Clerk’s Office for an additional $10.00, and cash or check payment. Fee: $105.00. Passport processing may take up to 6 weeks but applicants have the option of requesting two-week processing for an additional expedite fee of $60.00.
Renewing a Passport
Existing adult passports may be renewed within 5 years of the expiration date. Child Passports are not eligible for renewal. Passport renewals are submitted directly to the U.S. Department of State by the applicant. Our office can supply a renewal form with instructions or it may be downloaded from the U.S. Department of State’s website. Fee: $75.00.
Passport Cards
The passport card will facilitate entry and expedite document processing at U.S. land and sea ports-of-entry when arriving from Canada, Mexico, the Caribbean and Bermuda. The card may not be used to travel by air. It will otherwise carry the rights and privileges of the U.S. passport book and will be adjudicated to the exact same standards.
The Department of State is issuing this passport card in response to the needs of border resident communities for a less expensive and more portable alternative to the traditional passport book. The card will have the same validity period as a passport book: 10 years for an adult, five for children 15 and younger. For adults who already have a passport book, they may apply for the card as a passport renewal and pay only $20. First-time applicants will pay $45 for adult cards and $35 for children.

Elections
At the Town Clerk’s office, voters may review polling locations and election district maps, as well as obtain voter registration forms and absentee ballot applications.

Freedom of Information Law:
The Town Clerk is the Records Management Officer of the Town and serves as the custodian of all Town records. This responsibility includes the storage & disposition of inactive records, as well as maintaining permanent archives.
Effective January 1, 1978, the Freedom of Information Law (FOIL) provides citizens with the right to access certain government records. Requests for documents available under FOIL should be submitted to the Town Clerk’s Office in writing using the FOIL Request Form.
All applicants will receive some form of response within five business days. If the request can be fulfilled within that timeframe, the applicant will be notified it is complete & be provided with the total costs due. If additional time is required to fulfill the request, the applicant will be supplied with an estimated date of availability. If the request is denied, the applicant will be supplied with a written explanation of the reasons why and information regarding the appeals process.

Secure the Call Foundation
I collect old cell phones to be turned over to Secure the Call Foundation to have them inspected, cleaned and then re-programmed to be used as free 911 emergency phones. The phones will then be distributed to domestic violence shelters, senior centers, neighborhood watch groups and other agencies with an immediate need for 911 access.
If you have an old cell phone that you are no longer using, please drop them off at the Pompey Town Hall on any Monday-Thursday between the hours of 8:30 a.m. and 4 p.m. If you have any questions, please call Ann at 682-9877.
Warm Their Hearts
Warm Their Hearts is a program designed to help Veterans with gently used, handmade and donated items such as:

Wheelchair Totes Stoma (Trach) Bibs
Colostomy Bag Covers Winter Hats
Baseball Caps New Tee Shirts
12-18” Throw Pillows
Our goal is to gain the support of volunteers in helping to make or donate these items for Veterans. We are appealing to knitting/crocheting groups, schools, senior citizen groups and anyone who would like to lend a hand. This is a great project for Family & Consumer Science classes to be involved in. Any of these items can be gently used, crocheted, knitted or sewn. All items will be donated to the Vets currently in the VA Medical Center, families of Veterans, as well as, homeless Vets located throughout the area. Items can be dropped off at the Pompey Town Hall.

ATTENTION HUNTERS 65-69 YEARS OF AGE
ATTENTION HUNTERS BETWEEN THE AGES OF 65-69:
Due to changes made by the NYSDEC, hunters between the ages of 65-69 will NO LONGER QUALIFY FOR A SENIOR HUNTING LICENSE AFTER AUGUST 16, 2009 (the 2009-2010 hunting season). After this date, in order to qualify for the senior license you must be 70 years of age. Please note that you can currently purchase a Senior Lifetime hunting license for $50.00 if you are 65 or older. This license includes small/big game, turkey, fishing and a waived fee for DMP. After October 1st, Senior Lifetime Licenses will be $65.00 and can only be purchased if you are 70 or older. The new lifetime license will include small/big game, turkey and fishing.
